I have few questions regarding proper yeast handling, proofing, etc

1) Is it necessary to start/proof? I've read that one should also proof their yeast a day or two in advance but the guy at my LHBS told me it wasn't necessary. The yeast in question was a vial of WhiteLabs WLP001.

2) In "How to Brew" Palmer recommends using 2 packets/vials of yeast. Is this outdated? Once again the guy at my LHBS told me it wasn't needed and that 1 should be more than enough

3) What is the proper way to open a liquid yeast vile. Last time I shook it and opened it and it kind of squirted everywhere and onto my hands. I could have easily contaminated the yeast and/or lost a good portion of it.

1) Make a starter.
2) Make a starter with one vial/packet.
3) Open very slowly.

It it necessary to shake the vial before opening? Should I shake and wait a few minutes before opening?

Any up-to-date instructions on how to make a good starter?
