Default How do you measure a quart of flowers?

Im wanting to make some lilac wine but not sure how to measure the flowers? The recipe calls for 3.5 quarts and Im confused

Primary: Apple and raisin

Secondary: Beaverdale chablis
Secondary: Youngs blackcherry
Secondary: Sauvignon blanc (at girlfriends)

Joe's comment sounds right but it just seems odd. That'd be like asking for 3/4 cup of hops for making beer. Going by weight would be more appropriate!

Thanks for the replies, weight would make more sense to me too.... now to find out what a quart is in English hehe.
