If you brewed a week or so ago, fermentation is probably finished and maybe finished 4 days or so ago. Still, it's good to let it sit at least a week or longer before bottling or racking into another fermentor for conditioning.
You shouldn't have an airlock filled with water and beer, though- when the airlock gets contaminated, you should remove it and clean it and refill it with a little sanitizer or vodka and replace it.
