Default How to figure IBU's from HME

Lets say a 3.3 lb can of HME claims 20-30 IBU's. Is this per a certain amount of water?

How many ibu's for a 5 gal batch?

Probably for a 5 gallon batch just what is stated on the can.
Kaiser Ridge Brewing
Bottled in the refer: Düsseldorf Altbier
Bottled in the refer: Dunkelweizen
Bottled in the refer: German IPA
Bottled in the refer: Schwarzbier (lager)
Bottled in the refer: Choc/Coffee Stout
Conditioning: Blonde Ale
Conditioning: Irish Red Ale
Fermenting: July 4th IPA
