Search Craigslist or your local paper for deals on used refrigerators. You can often find some as low as $50. You can use an inexpensive party tap and just open the fridge when you want to pour a pint.

There's always the jockey box. But really, you should be able to find a very cheap or Free fridge off freecycle or craigslist.

2 kegs - $30 Two would be my bare minimum, but I'd recommend more b/c you want to age other kegs and it is nice to have a cleaning keg.
regulator - $50
hose/fittings/clamps/cobra tap - $20
Used fridge - $0-100

see if there is a freecycle in your area. i have scored many a fridge from free cycle. you gotta be quick tho - it's usually first come first served.

Without a temp controlled vessel, you're missing most of the benefits of kegging. Well, I'd say you're adding a big hassle that counteracts the benefits.
