It's too much crystal malt for an IPA. You've got over 12% crystal malt- cut that in half (make it up with more base malt) and it'll be really good!
I'd change the hopping a bit. I'd use the 27 minute hops either at 60 minutes (if you need more bittering) or move it to 15 minutes (for flavor and aroma). Where it is means you'd get some bittering, but not all that it can provide, and no flavor.
