Sorta, except they primarily produce light of certain wavelengths rather than heat.

On the internet, or any brick-n-mortar hydroponics shop.

Something like this, perhaps:

You'll likely need a couple, as hops need to trellis to grow properly.

Home Depot has fluorescent tubes that are supposed to be grow lights. They did not work very good for my tomato starts.

Pet stores may have what you need too since a lot of people put live plants in their terrariums.
