Haven't ordered from this place yet, but I intend to someday:
Merchants of Exquisite Spices, Herbs and Seasonings | Chicago | Milwaukee | Evanston | Geneva

If any grocery stores (or co-op if you have one) around you have a bulk section, they may have a good spice selection as well.

Are you looking for anything in particular?

Angela's Gourmet, on amazon, is not bad. has the ground peppers in the quantities I like for what I think is reasonable.

IMHO Pendry's is the best. I highly recommend their San Antonio Red Chile Blend. I use it in most of my home made rubs and sauces.
