Why do some recipes have you add extract in the last 15-20 min of the boil? I know some add the LME at the end of the boil (when heat is turned off and let sit to pasteurize) to lower the boil gravity for hop utilization. But why add that late in the boil when you are still adding hops?

To keep the wort from carmelizing and making the wort darker.

How does this affect hop utilization when you change the gravity during the boil?

The higher gravity in the kettle, the lower hop utilization you get. Water is low gravity (~1.00) so you get more bitter out of less hops.
