I assumed it was an all-grain kit. If it's an extract kit, you should have no problem getting lower than 1.030.

only temperature, volume, and sugar will effect your OG. insoluble things like starch and protein will not effect a hydrometer reading.

not sure about the stuck problem since you pretty much covered everything to fix it. if nothing changes soon, you could always turn to Brett or bugs to get you down.
