Should you hold a bottle of homebrew upside down and twirl to re-suspend settled yeasts to get them activated again? Wouldn't this help with carbonation?

I've heard it helps the carbonation/aging process go a little faster, so I do it with my bottles. I wouldn't shake, though, as shaking could dissolve a little oxygen into the beer and make it go stale faster.

That basically what you do if you get a struck frementation because the temp dropped to low. I don't see any reason the same wouldn't work in a bottle.

I have had to do this a couple of times when my bottles didn't carbonate fully. Great trick. I just roll the bottles along the length of a table to resuspend the yeast, then put them in a WARM place for a week. Works really well.

I go upstairs where the bottles are condtioning (72 degrees) and grab the whole case, tip it on its side a couple of times. Nothing too violent, just enough to hear some slight sloshing.

Do this every couple of days and you'll be fine.

Yep, or don't. I've done a side by side and it didn't make much difference that I could tell. Didn't hurt anything though.
