I am preparing to do a bunch of brewing so i went to buy some yeast. It was $8 a vial... A quick calculation in my head told me that would be easily 200 by then time the year is over... So i was wondering how to go about raising my own.

I just put together a 4 way stir plate that will get 4 1L flasks going nicely. I was wondering if it would work to buy one pack at the store then split it into the 4 whirlpool starters giving me 4 packs of yeast? I was then going to sanitize some beer bottles and store the yeast in them in the refrigerator for the few weeks until their turn to brew. I could build up a stock of starters and it would save a lot of money and work later on.

Is this possible?

Yep, no problem. Sanitize like a fiend, and consider stepping the starter before you pitch if it's going to sit in the fridge for a while.
