How far should the threads on a 120V water heater element screw into a keggle?

I can barely fit the SS nut on the the threads on the inside, and can't fit the nut on at all with the silicone o-ring washer.

Should I file on the hole a hair or two more?

Is the element washer still in place? Try removing it if so.
