Default Dry hopping

I have been trying to find a definition to what dry hopping is exactly, I have asked some people and come back with different answers. I know it is a dumb question, so I apologize in advance. I am new to brewing so any answers you guys got would be a big help.

Dry hopping is adding hops to the fermenter late in fermentation to add hop aroma to the beer.

Dry hopping is the act of adding hops to you beer during fermentation (usually secondary not primary fermentation). This is done to add more hops aroma to the brew.

pretty much any beer/ale I've tried that's been dry hopped has a certain...dry crispness to it. I don't really care for it that much. i prefer a lingering flavor and a hoppy punch in the nose when I take a sip.
