Have you tried Revvy's Kiss Your Cousin Kentucky Common? Not an IPA, but a damned good rye beer all the same:

Hmmm, sounds good and easy. I love rye. One of my favorite beers I've brewed was a dark rye IPA with Citra and Amarillo. I need to rebrew it this year.

This is pretty good and I think it will only get better with age.
