Maybe. I'd ditch the dark extract, though. The extract will already have crystal malt in it, and with the crystal you have plus the milk sugar you could be looking at a terribly sweet beer. I'd also skip the 5 minute fuggles, as I don't like late addition hops in an oatmeal stout (particularly fuggles).
I'd skip the lactose until bottling, just to see if it's needed. Most oatmeal stouts aren't sweet.
