I am doing a stout brew tonight and it's requesting crushed oats... When I apply them to a brew, do I just toss them into the wort or do I have to put them in a grain bag and steep them??? How does this work?????

They definitely need to be steeped, and really they need to be mashed IMO (a partial mash would work fine). Give this thread a gander:

Ive used flaked oats in several brews now, just steeped them with my specialty grains, turned out fine
