Default sanatizing

Can I use tap water with bleach added at the proper ratio to sanitize my equipment or do I need to boil the water first before adding the bleach?

You can use tap water for your bleach solution. Tap water ususally has some chlorine in it anyways.

Just make sure you rinse real good with HOT water to remove all the bleach or your beer will be wasted.
