Default Spider Mites or powdery mildew? (pics)

2nd year growth of Cascade and Nugget hops. This year has been plagued by some mysterious "powdery/cottony" looking stuff on the underside of the leaves. I have searched around everywhere and can't seem to find anything that looks similar to this.

Anyone able to shed some light? Any help would be appreciated!

it doesn't look like powdery mildew as there is some kind of webbing creating the white appearance. it actually doesn't look like any of the mite webbing i've ever seen. i'd take a magnifying glass and see if you can locate any critters moving around. my guess is that it's some other type of insect as there is none of the characteristic 'bronzing' of the leaves from mite damage

its definitely not mildew...

the spider mites I have don't make such big and thick webs like that, but my money would be on spider mites...

It definitely looks as though there are some critters moving around, however they look more like little flies rather than spiders...very strange.

It looks more like a problem called White Fly- they can be taken care of with a teaspoon of dish soap in about a pint of water and spray them. Shouldn't hurt the hops.

It is neither Spider mite nor Powdery mildew... not sure what it is but looks like catterpillar nests of sorts.
