So I mixed 2500ml of water w/ a tad over a cup of DME, boiled it cooled to were it was gentle to the touch add my White Labs Cali. Ale yeast, up a stopper and airlock on the beaker, and let it sit over night at 64* go to look at it 12hrs ater and nothing?

This was my first try at one BTW, b/c Im about to brew a big IPA today, or try to.

Starters shouldn't go into fermentation, that means there wasn't enough oxygen for cell growth.
Remember one unassailable statistic, as explained by the late, great George Carlin: "Just think of how stupid the average person is, and then realize half of them are even stupider!"

"I would like to die on Mars, just not on impact." Elon Musk
