Default Pitching temperature

I cool my partial boils to 80 degrees than dump into the primary, when I top up with about 2 more gallons of water the temperature lowers quite a bit more. My question is can I pitch ale yeast, smack pack or dry, at the lower temp or should I try to get the temp back up to just under 80?

70-80 is a good range for pitching.

Pitching at fermentation temperature is ideal.
