Default carbonation and head

When I use my own extract receipe the head and carbonation out of the bottle is minimal. I use 4oz ov cane sugar boiled in 1 cup of water for a 5 gal. batch. The strange thing is if I use a kit from MoreBeer the carbonation is fine. And if I do a partial mash it is almost over carbonated. I use the same amount of sugar for each. Can someone enlighten me why the difference occurs?

Are you using the same type of sugar, or are you using the sugar from the MoreBeer kits to carbonate?
