What does IBU stand for, and how does it affect the beer?

International Bitterness Unit. Higher numbers means more bitterness in you beer.

It's a measure of bitterness. The higher the number, the more perceived bitterness (all else being equal, netting out a bunch of other contributing factors).

Yes, it is a rough translation, but it works.
