My SWMBO loves BW's, but I can only do extract+steep right now. Could I make an extract version using dry wheat extract, lacto and sacc?

sure, givbe it a shot, keep the hopping extremely low, WY & WL lacto are horribly intolerant of IBU's

Pitch the lacto first give in 24hrs then add yeast

Yes you can! I'd suggest listening to the brewing networks podcast of this style.

The last person replied with one of several different ways to add the yeast/lacto depending on how much sour you want.

Yes, it should certainly work.

While I am absolutely loving the result of my AG, triple decocted, no boil Berliner Weiss, I bet you could also make an amazing Berliner with extract. Pitch lots of lacto and a little bit of yeast and you should be good to go.
