What does honorable mention actually mean in a homebrew competition?

If your beer had been slightly better or the competition not so strong, it would have placed.
Remember one unassailable statistic, as explained by the late, great George Carlin: "Just think of how stupid the average person is, and then realize half of them are even stupider!"

"I would like to die on Mars, just not on impact." Elon Musk

Maybe a really good beer, but not exactly right for a style?
Day after day, it reappears. Night after night my heartbeat shows the fear. Ghosts appear and fade away. Come back another day.

They hate your beer, but want to put you on a pedestal like that chinese guy in american idol so that they can laugh at you behind your back.

Or it means kinda like it implies. It was a very good beer, but it was beaten out by a particulary high quality of beers in the same comp.
