I would like to make a black and tan if possible, but I think I might be behind the eight ball on it.... I don't have any lagering methods, so that is out. I currently have a hefe on tap, magic hat #9 clone next, which leaves me with one tap available. Can anyone think of a beer I can brew to make a black and tan with?

You need a black beer (Dry Stout)
And a tan ale (Bass Pale Ale)

I usually use a scottish ale and a pale ale. Works for me; it is mighty tasty.
