Default Pump Question

I am looking for a pump that can has an adjustable flow. Anyone with any ideas on a good site that sell them?

Is the ball valve better located on the inlet or outlet?

Outlet. It will prime better.

And even more importantly not burn out the motor destroying the pump. Put the ball valve on the outlet.
