Double pitch necessary?

I've never done a starter before, so how about phrasing it like - what's the easiest way to handle this?

I don't have the equipment for a starter (yet), so what might work best? In the end, I don't mind spending the extra $5 it might cost for another pack of yeast.

Sidenote (or not): Is there a good thread or webpage on making starters for beginners?
 
You don't need much equipment for a starter. A gal. size glass jug, like from apple juice. A pot with a lid to boil and cool starter wort in. A thermometer and some sanitizer. That's all it takes.
