Does Iodophor need to be rinsed off after the recommended two minute contact time? Wouldn't rinsing it with water leave it unsanitary again?

As others have noted, you don't need to rinse it.

I'll add that your instincts are right: if you rinse it with unsanitized water, you're left with unsanitized equipment. So if you want to rinse (not recommended), boil the water ahead of time. You're better off not rinsing, though.
