Just bought a new bucket and it has noticeable scratches on inside of the top lid. Will this be ok to ferment in?

If the scratch can get in the lid then sanitizer can too. A scratch means nothing.
Your talking to someone that is scared to death of germs! I wouldnt make a habbit of testing scrathes on plastic but..... Just do what i do fill the bucket up with sanitizer and cram lid in there and soak for 30 minutes. Im not dead yet and beer is fine. Its kinda like saying soap cant get in creases in fingers. Your good :)

I have never (yet) had beer touch my bucket lid. I'd sanitize it an use it. Try to pitch your yeast when the wort is below 70 and keep it cooler than 65 and you'll be unlikely to get the krausen all the way to the lid. Exceptions to that are high gravity beers which can explode with yeast activity.
