Would American/English Ale tastes very different if I use pilsen malt as base malt?
Even if I use the same speciality grains to change the flavor profile?
I read that pilsen has a maltier taste than 2-rows. Would this enhance the maltiness any american or english ale?

I know the bottom line is that it will taste good, but it may be out of style as it is not as original.
 
Pilsner malt will give you a bready malt flavor where as two row is pretty bland. Now Marris Otter would give you a sweet malt character.

If you use pilsner malt do a 90 min boil to drive off DMS.
