Are you trying to make gluten free beer?

Yes, buckwheat can be fermented, but it needs to be malted and subsequently mashed to "free" fermentable sugars for the yeast. I suppose it could be prepared similar to other adjuncts (flaked or pre-boiled) and mashed with a diastatic malt (barley, wheat), but then it would no long be GF.
