I went to the LHBS yesterday to get the ingredients for Jamil's Oatmeal Stout recipe. Well, instead of grabbing 2 oz of EKG I grabbed 1.5 oz. So....this only gets me to about 29 IBU's. I have some Magnum and was wondering if that would be ok to sub in for about .25 oz @ 60 mins to get me in the 36 IBU range? TIA.

It will be fine. If you have any other British type hops you might use those instead. The reason for using a lower alpha hop like that is to provide a very subtle background hop character. It really isn't a big deal either way. You could move a tiny bit of the EKG to mid boil to get a tiny bit more character, but I wouldn't worry about it.
