I have a Honeywell Y8610U gas control valve that I was going to use to regulate the HLT using propane. It works with natural gas also by changing the orfice. The valve can have a maximum pressure 0.5 PSIG. If I add a tee and a gas quick disconnect just after the meter is there anything more I need to do to regulate the natural gas pressure to less than 0.5 PSIG? I know nothing about natural gas.

You should look into getting an appliance regulator that meets your spec.

This website shows you how to make your own cheap manometer to check your gas pressure. I have yet to do it but it is on the list.
