I am force carbing a beer and just got a new reg made by kegco. My tank was just filled (20lb) and hooked it up tonight and cranked it up after chilling the beer. I can't get my pressure gauge to go above 20 and if I keep turning the knob the relief Valve starts to hiss. Only thing I can think of is that my co2 is too cold but that shouldn't effect the gauge should it?

No temp will only the high side reading, I would disconnect the bell housing and see if the reg has metal shavings some have found them in the cheap regs like that and it interferes with the funtion
