I am looking at ordering my next kit and wanted to know if a mini mash is the same as a partial grain?

Mini mash is the same as a partial mash. You'll need to mash the grains you get-- it's not just steeping them like you do with typical specialty grains in a kit.

Yes, and the only differences between steeping and PM are temperature (lower) and time (longer).
 
I did one extract w/ specialty grains kit before I moved on to partial mash brewing and I've never looked back. MUCH cleaner beer even if you miss the mark (so far no tannin leaching). Since I don't have the time or the money for an AG setup, this is the perfect method for me.
