I have a ring of krausen stuck around the inside of my carboy,and there is none on the surface of the wort.Can I go ahead and siphon to a bottling bucket leaving this ring of krausen in there ?Its been fermenting 2 weeks with an OG of 1.051 and a FG of 1.011.

Sounds like it's finished. Go ahead and rack it if you'd like. I like to leave mine in the primary for three weeks, but YMMV.
 
I would leave it another week. Yeast needs time to clean up after itself a bit and leaving it another week will make your beer better.
