Target OG in AG recipes.... are they before the boil or after? I just a 1.044 after mashing when my target was 1.054. When I boil down a gallon and a half or so I'll be closer but is that correct?

Target OG is when it goes into the fermenter. Before the boil would be your "pre-boil gravity". As you boil, water evaporates, the wort concentrates and your gravity will rise.
