it goes under the grain. it acts as a filter to hold back the gran from your drain spout. some of the particles from the grain may be small enough to make it through the false bottom which is why you recirculate the first few quarts of any runnings from your mash tun. the grain will eventually form its own filter on the false bottom screen and the fine particles wont get through as much.
