That is not hops, looks like a sucker from that tree.
Yes, I also thought that it was probably a sapling when I first saw it. The problem with that is that the leaf structure of the tree next to it was completely different. Besides the plant pictured growing straight up instead of vine-like, it looks very similar to this:

They are really thin trees. One in my backyard is 6' tall and still less than 3/4" wide.
