Good morning
I brewed an all grain NB buffalo sweat clone 48 hours ago and realized this morning that I did not add the 1# of lactose to the boil.
Should I boil the lactose and cool, then add now or is it too late to do so?

I would boil it with your priming sugar and carefully mix it in when you go to bottle. The only downside is that you are going to be introducing more water to your beer, so that will drive the gravity down a little bit.

You may end up diluting it some, but I've heard many say that lactose should be added before bottling anyway.

Maybe instead of priming sugar use DME to keep the flavor a little closer to what you want? It probably wont make a lot of difference, but it can't hurt.
