Dry hopping after a week in primary

I've seem a lot of threads about dry hopping primary and it seems like its ok, but there is one concern of mine I haven't seen any mention of. I tossed in my dry hops after 9 days in primary and plan to leave them there for another 9-10 days. The issue I should have seen coming was that there was still a good layer of yeast on top of the beer, so when I tossed in my hop pellets they all became intermingled with the yeast layer on top, possibly preventing them from sinking and causing them to stick to the yeast. I was hoping someone could give some reasoning as to why this may or may not be an issue.
