HELP fast please - need quick answer

Ok, so I got the blue moon clone recipe from AHS, and it has 7# wheat extract, 1/2 lb white wheat, 1 lb flaked oats, 1/2 lb flaked wheat, and 1/2 lb belgian pilsener malt.... it tells me to steep at 155 in 2 1/2 gallons of water. Are these things that need base malt to be converted and a specific mash volume or are these just like regular steeping grains?

As we speak I have about 1 1/2 gallons of water heating up to this temp....

You do need them to convert. You should follow the directions. If they call for using 2.5 gallons for the mini-mash, use that. Not 1.5 gallons, that will make a difference.
