smacked a pack of 1056 yeasterday and let it grow all day for my imperial black rye IPA (OG 1.085) according to Wyeast, the smakc pack of 200 bil is good for about 1.060. so am i right in thinking that stepping up by a liter for 24 more hours should fire this beer off pretty quickly or should i just go ask my local craft brewer for some super agressive chico from a fermenter drain?

According to MrMalty.com you'll need 318 billion cells and a 2L starter. You could go straight from a swelled smackpack to the 2L starter and probably be ok.
