How do I ferment at 60 degrees?

I wish to ferment my ale at 60 deg. Would I pitch my yeast when the wort is at 60 or is this temp to low for fermentation to begin? Should the yeast temp be be 60 deg when pitched? Nottingham yeast recommends hydrating at 86 degrees and then cooling. Any recommendations on how to lower the hydrating yeast to this temp without shocking them?
 
yes the wort would be 60*F at pitch.

I use a small stainless bowl for yeast hydration and cover it with sanitized saran while it's taking it's drink. Could do that and put in fridge to cool.
