Sparge temperature?

I'm about to do my first all-grain with a 10gal cooler mash tun and a batch sparge. I've read that the sparge temp should be 170 degrees. Is this the target temp of the grain bed after addition of water and stirring? Or is this the temp of the sparge water? I think it is the former, but I wanted to check.

Temp you aim to raise the bed to with your final sparge. I double batch and my water going in is about 185. As always, just gotta figure out what works with your equipment.
