under watering?

Hi everyone,first time posting, I have a question about cone size-Im growing cascade, chinook centennial fuggles and golding. My c-hops are doing great,huge bines and tons of flowers turning to cones but they're real small-about the size of a fingernail.Is this normal?Could I be underwatering?Or just freaking out over nothing?These beauties are in pots-the soil isnt completly drying out between watering.
