Help with Jalapeno Mango Cream Ale

I'm trying to put together an easy recipe that is big on mango/tropical flavor with a jalapeno kick. I would like to avoid grapefruit flavor. I'm weighing doing a secondary with mango puree versus using hops to achieve those tropical notes. Here is what I have so far going the hop route but really could use some help with the hop schedule and if anyone has suggestion on even more tropical varieties. trying to keep the IBU's around 40.

I haven't purchased any of the ingredients yet, but I can't imagine it being more than $30 at my LHBS.
