I used a English Ale Yeast WPL002 on an export milk stout with a gravity of 1.081. It started rapidly after 12 hours and bubbled like a machine gun cycling shells for 48 hours. Now it is bubbling once per every 5.8 seconds. Is this normal? How long should I leave it in primary

BTW, added lactose in boil.
 
Totally normal. It will be done when it's done. By that I mean when your hydrometer readings remain constant over a few days, it should be finished. If your readings seem high, but have leveled off, you may need to rouse the yeast a bit.(or even repitch)
 
Gently swirl the fermentor for a minute or two. Don't shake, just swirl. It'll kick up the yeast cake and get them going again if need be. You'll likely get a decent amount of off gassing when you first swirl, so don't let that fool you into thinking its activity so soon.
