subbing hops: target hops (high alpha) for something normal alpha

It's pretty tough to find Target hops... so I read that a good substitute is Northdown, which I haven't seen yet, so another sub is willamette.

But Target hops are 9-10% AA, Willamette is usually around 5%.

Is it as easy as doubling the amount of hops (if it's 5% for willamette, 10% target), or is the math more complicated?
